Is there a way to use pic 1 tag in description wrapper but sized a certain size

I am making a description wrapper. I want to use the "picture1" tag, but i need it sized smaller than the photo is. My picture 1 is 800px but in the description wrapper i want it around 400px. is there  anyway to do this?
